1½ cups butter softened

2 cups sugar

4 eggs

1 teaspoon vanilla extract

5 cups all-purpose flour

2 teaspoons baking powder

1 teaspoon salt

¼ cream of tartar

2 large egg whites

1 teaspoon vanilla extract

1 to 2 teaspoons water

Bake 6 to 8 minutes in preheated oven or until lightly browned on the bottom. Don't overbake. Cool completely.

Combine the powdered sugar and cream of tartar. Add egg whites and vanilla in the bowl of an electric mixer fitted with a paddle attachment.

Beat on medium-high speed until thick and glossy. Add 1 teaspoon of water at a time.  The icing should be thick enough to stick to the cookies in an even layer, but not too loose to slide off.
